“Nuclear bombs” aren’t the only radioactive weapons being used in conflicts. 

And this has been used in many countries already, and are not considered “nuclear weapons,” so there is nothing limiting the nations who have them from using them, leaving the people of the war-torn areas to suffer from health issues stemming from radiation exposure without proper interventions.
